Military and Overseas Voters
Apply for Absentee Ballots
Uniformed-Service members, overseas citizens, along with their spouses and dependents, as defined by 26 O.S. § 14-137, may register to vote and request absentee ballots using the Federal Post Card Application (FPCA), which is available on the Federal Voting Assistance (FVAP) website.
Applicants may request to receive absentee ballots by fax, traditional mail, or by electronic delivery through the State Election Board's secure Military and Overseas Absentee Balloting (MOAB) System.
- Applicants who are currently registered to vote must provide an identification number that matches the number they used when they registered to vote - either an Oklahoma Driver License number or a Social Security number. (See 26 O.S. § 14-105.)
- Applicants who request to receive their absentee ballots by electronic delivery, must provide a valid email address.
To request absentee ballots by fax, traditional mail, or electronic delivery through the Military and Overseas Balloting (MOAB) System, you must fill out a Federal Post Card Application (FPCA) and submit it to your County Election Board by the absentee ballot deadline. A list of absentee ballot deadlines can be found on the State Election Board website. A directory of county election board offices is available on the State Election Board website and the Federal Voting Assistance Program website.
Once approved, Federal Post Card Applications (FPCA) for absentee ballots are valid through two federal, general elections. However, it is strongly recommended that military and overseas voters submit a new FPCA each year and each time they move to ensure they have a current application on file.
Receive Your Absentee Ballots
Absentee ballots are sent to military and overseas voters no later than 45 days prior to all regular elections involving state offices or regular or special elections involving federal offices, as required by law.
If you requested to receive your absentee ballots by electronic delivery, you will receive an email notification when your ballots for an election become available. The email will contain a link to the Military and Overseas Absentee Balloting (MOAB) System, where you can retrieve your absentee ballots.

If you do not receive your absentee ballot(s) with sufficient time to vote and return them, you may submit a Federal Write-In Ballot. Instructions for submitting a Federal Write-In Ballot can be found on the FVAP website.
Vote and Return Your Absentee Ballots
If you receive your absentee ballots by fax or traditional mail, please read and follow the instructions included in your balloting materials before returning your ballot(s).
If you receive your absentee ballots by electronic delivery, you may choose to print your ballot(s) and mark them by hand OR mark your ballot(s) online, save your choices, and then print the ballot(s) - along with the materials needed to return the ballot(s) - to the County Election Board.
Voted absentee ballots must be returned to the County Election Board by regular mail or by fax and must be received by 7:00 p.m. (CST) on election night.
No information about voting choices are recorded or retained after a voter downloads and prints their balloting materials. Absentee ballots do not contain information that links a ballot to a particular voter.
